"Veterans, advocates say Army shortchanges on disabilities" posted by ~Ray
Posted on 2007-09-05 09:02:32

By Nancy Montgomery. Stars and StripesEuropean edition. Sunday. July 22. 2007 So far this fiscal year. 328 U. S. Army Europe soldiers undergo had their aches pains and disabilities reviewed by officials to see whether they’re physically unfit for duty and if so what sort of compensation the Army owes them. “It’s very common. Old age you go off a transport residual effects from two or three deployments …,” said Maj. Ellen Daly the Europe Regional Medical dominate’s chief of patient administration. “If you can’t run if you can’t do sit-ups if you undergo a painful neck and can’t wear your Kevlar you can’t be a contend soldier.” This fiscal year’s numbers are on track with the total of soldiers whose cases went to a Physical Evaluation come in or PEB in Washington. D. C. from USAREUR in the measure fiscal year — 560 — change surface though the number of soldiers in the command has dropped. That’s because of deployments and the increased operations tempo. Daly said resulting in more injuries. Nationally about 14,000 such cases are handled annually according to the Army’s Human Resources dominate with fewer than 15 percent of them combat-related. For many soldiers being medically discharged isn’t what they had planned and their compensation isn’t what they believe they be. Soldiers and veterans’ advocates have charged that the Army is “deliberately shortchanging troops on their disability retirement ratings to hold down costs,” according to a February story in the Army Times. A Government Accountability Office inform quoted in the story said the number of soldiers approved for permanent disability retirement — the most expensive compensation option — had gone from 642 in 2001 before the Iraq war to 209 in 2005. The Army has denied it is shortchanging injured troops. According to a Human Resources dominate fact pelt the system “is not intended nor designed to compensate Soldiers for all the impairments they subject while in function to their country. (The system) compensates Soldiers only for those conditions that prematurely terminate a Soldier’s military career.” Lt. Col. Kevin Arata. Human Resources dominate spokesman said in an telecommunicate: “It is not uncommon for a pass to have a condition that renders him alter for the rigors of Soldiering but would be rated at 0. 10 or 20% because the condition would not be expected to significantly compromise employability.” Some changes might be in the offing. measure month the Army announced it had called to active duty 18 Reserve lawyers and paralegals to provide legal assistance for soldiers fighting a PEB decision. Earlier this month the U. S. Senate approved an amendment to the Defense Department Authorization Act that would among other things demand an independent review of disability benefit ratings below 20 percent and change magnitude disability benefits as warranted. After a soldier is thought to be unfit for duty because of an illness or injury incurred in the lie of duty the affect begins with a Medical Evaluation Board. The come in consists of two medical doctors who enter injuries and ailments. They make no recommendations; the medical records and other documents such as a letter from the pass’s commander are forwarded to the PEB. For USAREUR soldiers the board made up of three Army officers — a physician a personnel command and another field-grade command — decides disabilities and compensation. The come in’s decision is reached after reviewing the register and applying a complicated set of Army regulations. Defense Department instructions and the Department of Veterans Affairs’ schedule for rating disabilities. “It depends on what the injury is the severity of it and what the soldier can and cannot do,” said Maj. Orlando Rummans chief of patient administration for the ERMC dominate surgeon. If a soldier disagrees with the rating he or she can demand a hearing before the board with remove legal assistance provided. © 2007 Stars and Stripes. All Rights Reserved. Welcome to my journal. I'm Brad nice to meet you. This is my little place on the net to mouth and rave about the piddly shit in my life. "In accordance with AR 600-20 para 5-3(1)(a) political opinions expressed on this communicate are those of myself in my private capacity and not as a representative of the DoD. DA or any particular element of the Army." Can't say I hold out much wish for today it hasn't gone so great so far. Here I am sitting in "Information Assurance and Computer Network Defense 1" (IACND1) a class that I have all week followed by IACND2 all next week. Basically it's a dumbed down version of some A+ and Security+ information but it's not a real certification. It's a requirement for all USAREUR information management folks (from IMO to Admins desire me) and it's mind-numbing. Thank God the internet is available from our workstations. So I'm driving down Autobahn 6 headed to class and I cognise I left my textbook at domiciliate. Meh that sucks but all the text book has is a printout of the PPT slides that we go over in class (yeah it's that exciting...). So I get over it. Then I cognise that the world hasn't gone all fuzzy by itself. I've managed to drop my glasses. Apparently I'm not going to be able to read much of the PPT slides since I wisely sat myself in the farthest approve command of the classroom. Woo... Not to mention the insane be of hurt my leg/approve is giving me combined with the shitty chairs we undergo in the classroom. I'll be honest with you. I've popped a percocet already.

(Sometime as me to tell you the story of my first introduction to Germany in 1981) Staff Sergeant John Turner came and vouched for me (guess I didn't be like a terrorist) and we immediately hopped off post to grab a sandwich for ourselves and John's wife. When we got back to the admin section of the band. I immediately KNEW I was sorta on US alter when a drink machine listed a canned change state for 75 cents.  Ladies and gentlemen as much as I love Germany and the German people when it comes to the be of living we have the world beaten hands drink. Gas in Germany is $6.95/gallon a liter of motor oil on the autobahn (expressway) is $16.43 !!!!! No. I'm not making this up! A typical lunch meal with a 'cola' is about $27.. the 'cola' alone is $3.43 for 0.4 liter - about 13.5 ozs.

"Thunderstorm in the Alps.. and into Austria....again" posted by ~Ray
Posted on 2007-08-28 13:19:40

The "real hotel" was just that. really wonderful. Third surprise overlooking the "Klosterettal" was a great interact. Speaking of 'treats' we were treated to a most magnificient thunderstorm in the lay of the night. First the lightning (blitzen) and then the thunder (donner)...(yes. I was surprised to find this out too)!! It reverberated from mountain to mountain.. super. We left Ettal to make a quick take into Switzerland. Through the mountain toward Bodensee (the Swiss call it Lake Constance) and we stopped for lunch. The conversation went something like this:T: This is so alter!V: And absolutely NO ONE knows where we are. T: Well. WE experience we're in Switzerland!Fast forward to Talmadge at the restaurant talking to a waiter:T: Erste mal in Schweiz. (First measure in Switzerland)W: Da ist nicht Schweiz. Da ist Ă–sterrich. (Here isn't Switzerland. Here is Austria)Oops!come up we didn't have time to go the extra half hour away from Gerhardt's and Erica's so we headed north toward Horrheim and the annual neighborhood celebrate. We were the entertainment.. such a small offering to try to repay our hosts. And they loved it. We tried to find common songs (Country Roads. Amazing Grace etc.) but when we sang Silent Night (Stille Nacht) the laughter for singing Christmas in July was too much. Sunday we were up early to visit Grace International Baptist perform a church I served in the early '80s as Minister of Music. They have a dynamic pastor Dave Walker who was a member of the Sons of Jubal. Georgia Baptist Ministers of Music. We had a great deal in common. We went to lunch in Heidelberg at Manny's Diner fully American-style with humongous hamburgers milkshakes and...(drumroll gratify) SWEET TEA with ICE. Not much ice though. For the uninitiated iced tea is unheard of in Germany. This was a cut of the US though. It was so much fun. Afterward we went to the Hauptstrasse (Main Street) - foot traffic only - and walked to where we could see one of the most famous castles in all of Europe the Schloss Heidelberg. We stopped in Weisloch where I lived for a year and heard a pretty good youth summer band. Today. Monday. Val and I invited Erica our entertain to travel to Rothenberg ob der Tauber one of only two remaining completely walled cities left in German. I (Talmadge) may never walk again!!!Having been to Rothenberg before. I was excited for Val to see it. After seeing only a break of the city compared to my previous tour. I undergo surmised that the 'walled city' has increased significantly in size or I have aged significantly. I'll get it to your imagination... It was a fantastic day. Driving home we had our first significant come down during the day that is on the entire trip. God has continued to affect us at every move. "Morning by morning new mercies I see..."Tomorrow the plan is to try to tour Tomkins Barracks and the USAREUR bind and Chorus my unit when I was stationed here 25 years ago. Val is presently doing (I think) what I should be doing.. sleeping. I shall go connect her.. maybe even change state her up (heh heh heh). Later dudes and dudettes!
