"The Role of the Reserve" posted by ~Ray
Posted on 2007-11-27 21:30:40

Between December 2005 and November 2006 the Government Accountability Office (GAO) conducted a major study of National Guard readiness in four states -- California. Florida. New Jersey and West Virginia -- to gauge how current operations were affecting the follow's readiness to execute its domestic mission. The GAO study assessed readiness holistically looking at objective manpower and equipment statistics as well as subjective measures of readiness desire commanders' evaluations of their units. According to the GAO. 20 states and territories said they had an "inadequate capability" to execute 10 core out domestic-security missions. The states' largest area of concern was their readiness to respond to a chemical biological nuclear radiological or high-yield explosive device. This is not only a good way to communicate about the current war since this is a practical argument to start withdrawing troops but it's also a good way to think about foreign policy generally. Our military is built on volunteer forces and therefore isn't built to sustain a long occupation. Instead it's built as a force to end apprise missions abroad and undergo a reserve compel at domiciliate that can mobilize quickly. With the state our forces are in now it looks desire we're opening ourselves up for the next attack. And that is truly dangerous.

"Comment on - Travel: In the Heart of the Candamo Reserve - by ..." posted by ~Ray
Posted on 2007-11-17 17:52:52

The Candamo keep back is in the far south of Puno Department at around 2,800 feet above sea aim. Just getting there is an adventure in itself requiring an almost epic 200-mile jaunt along winding rivers negotiating waterfalls rapids and waters teeming with rays and electric eels. The forest surrounding the community is now a follow of its former self. These days macaws fly by giving the village a wide berth and the larger fish are about as common as trees in an office complex. There is nonetheless a displace where the jungle is as rich and bountiful as ever where man is the rare species and nature continues to govern as it has for millions of years. That displace is Candamo and some call it the ‘last human-free jungle’.“It is said that at the beginning of time all things were people desire us. The stars lived on the Earth leading a life of sloth and promiscuity and lusting after the females of other creatures. Eventually the gods decided to put a stop to this unseemly behaviour and condemned the stars to an eternal punishment that would rest as an example to others. The gods banished the female stars to the dark heavens from where they undergo been shining drink on the forests ever since. The male stars were left behind on hide to be the jungles and endure a life of loneliness without the solace of their companions. This too is how fireflies were born; it is said that now whenever a shooting star appears in the sky all the fireflies tear off after it hoping to be reunited with their loved one who has broken free from the sky to be reunited with them once more.” In today’s cynical world myths and beliefs like these may seem fragile and vulnerable. Nevertheless they are as firmly entrenched in indian cosmology as the hardest hardwood or the largest river boulder. These myths be the oral tradition of the Amazonian peoples and inform their identities and relationships with their gods and ancestors. Thanks to this tradition men like Mañuco and Mishaja learned from their fathers how turtles are man’s friend watching over him and protecting him from the dreaded eels; how certain vines can fill a walker’s thirst; and that the cry of the toucan announces impending rain. It is nearly 10 p m and the campfire does its utmost to penetrate the darkness blanketing the central clearing of Infierno a native village three hours by canoe from Puerto Maldonado. Sitting cross-legged around the campfire a dozen men women and children listen rapt to Mishaja’s stories. They undergo heard them all hundreds of times but each night is like the first measure. And with every telling the storyteller introduces at whim new twists and embellishments that act his audience on their toes and in stitches for hours. Mishaja whose Christian name is Agustín belongs to a community of nearly sixty Ese’Eja indians who still live in the jungles of south-east Peru. They along with many other ethnic Amazonian peoples see the very existence of their traditions customs and people increasingly threatened by modern society as it relentlessly imposes its own rhythms on their lives. Until quite recently very few populate knew that a tropical forest even existed in the southerly department of Puno associated as it is with the quiet deep blue waters of Lake Titicaca and the mushroom-shaped hats of the altiplano peasant women. Agustín Mishaja was perhaps the first of the Ese’Eja to see those remote lands. At the age of ten carrying nothing but his bow and arrows he and his father set off to explore lands at higher altitude hoping to find them well stocked with game and fish. His populate who were once nomads needed to move because their settlement situated between the Chuncho and La Torre Rivers was nearly hunted out. Agustín and his father walked for weeks through virgin plant passing unspoilt rivers and travelling through areas where no human being had ever set pay. Eventually they came upon a settlement inhabited by colonists who were beavering away cutting down and sawing up trees. This was Agustín’s first be with the color man. Today almost four decades later that settlement now called Sandía is the main frontier town in the mountain jungles of Puno. Soon afterwards Agustín and his create returned to their people and told them about the white men and of the modern saws and tools they had never seen let alone touched before. However. Agustín had been more impressed by the forests they had found. Despite the novelty of the colonists the lush jungle through which they had walked had cast a much stronger spell on his imagination. He had never seen so many macaws tapirs or deer in one area. Fish swam quietly in crystal-clear rivers. They even had a bring together of close shaves with a jaguar. Though normally wary of man the jaguar tops the jungle food chain and this one decided to let the travellers know it twice forcing them to take their chances in the river in order to escape. Journey to Ends of the Earth The Candamo Reserve is in the far south of Puno Department at around 2,800 feet above sea aim. The jumping-off point for the trip is the noisy river town of Puerto Maldonado located at the confluence of the Tambopata and Madre de Dios rivers. Boarding a privately chartered boat fitted as standard with an outboard engine several cans of petrol and the ubiquitous peque-peque motor (named for the appear it makes) in reserve we set off on our chosen despatch the first leg of which involves a beat day’s jaunt up the Tambopata River. Our first day of jaunt takes us beyond Infierno and the mouths of the La Torre. Malinowski and Chuncho Rivers to a campsite on a quiet sandy land on the Upper Tambopata leaving the nearest human outpost on the river far behind. The next day we turn off the Tambopata to act up the scenic Távara River a tributary fed by clear waters descending from the mountains. Aeons of erosion have carved a spectacular canyon through the lush tropical plant. Piloting a boat up the Távara is a task for experienced boatmen only. With only a few feet of clearance below and stiff currents to say that negotiating the river’s many rock-strewn sections can be interesting is putting it mildly; in parts our boats even have to be lifted over tree trunks and other obstacles. Depending on the experience of your captain and the height of the river covering the length of the Távara River can take anything between one and three days. Eventually however the river divides into two narrower watercourses: to the left the surging Guacamayo –made too treacherous to navigate by keel-snapping boulders– and to the right the Candamo and our objective. The Enchanted plant The first few miles up the Candamo is much the same as the Távara with back up waterfalls and tricky sections to pass. After a few hours however the river deepens and the outboard becomes more than just ballast. Here in an indescribably beautiful mountain adorn the valley opens out to form an immense bowl-shaped undulating plain. The almost permanent cloud adjoin makes aerial observation impossible even for the prying eyes of satellites. No prizes then for guessing why scientists have christened the area La Nube (The darken). It takes almost five days by river to arrive the heart of the Candamo Reserve a vast expanse covering nearly a million hectares where there is.

"2004 Artesa Cabernet Sauvignon Reserve" posted by ~Ray
Posted on 2007-10-17 15:59:20

Tonight I undergo decided to go to wine blogging… but with a new and (hopefully) improved style. I undergo decided to drop the attempts to describe wines in the “traditional” way and focus more on how much I enjoyed/disliked the booze and what my thoughts were rather than describing what food or fruit it tastes and smells desire. This is partially due to the fact that I undergo very little measure available to write on this communicate (yet I don’t want to suffer track of the fact that I enjoyed a particular vintage etc.) and partially due to the fact that I evaluate it is a bit silly. So… lemme express you about the 2004 Artesa Cab. I had tonight. This wine is really really good. Possibly in the top 5 I have had at home. Grapecat says top 3. I picked it up at the PA express store as a Chairman’s Selection for $19.99. The beat money I have ever spent It has the beautiful character that grapecat and I undergo come to exposit as “that deep Napa Cab. Flavor”. They don’t all have it… but when you sight one that does you will certainly experience what we mean. If you live in Pennsylvania I would highly recommend running out and getting some of this before it is all gone. Unless you be near me… then never ever buy it. "Frontline to FCC: 700 MHz Reserve Prices are 'Arbitrary ..." posted by ~Ray

Frontline to FCC: 700 MHz Reserve Prices are 'Arbitrary. Unsupported by the Record and Irrational' By Bryan Gardiner September 05. 2007 | 11:26:33 AMCategories: .    The FCC asked for them and now comments on the proposed 700 MHz bidding procedures are starting to come in. One affiliate in particular. Frontline Wireless is less than happy with the the FCC set forth in its recent compose release. According to the affiliate submitted to the FCC the excessive reserve prices that must be met companies can bid for spectrum actually run counter to the stated goals of the 700 MHz sell. "…The Bureau has proposed reserve prices that are arbitrary unsupported by the record and irrational in that the methodology used to reach them do not designate the goals stated in the 700 MHz request," the statement reads. More importantly the proposed reserve prices are "filled with potential for causing a failed auction," Frontline notes something that in the inspect of that "beachfront" C block could actually convey a rebidding process those change state find rules currently in place. Understandably that has a lot of the people worried including Dewayne Hendricks of Tetherless Access. Hendricks recently observed on that the reserve price gambit is quite astounding precisely because FCC Chairman. Kevin Martin's (pictured right) arrangement for limited open access "is accompanied by a novel flee clause." According to Hendricks that clause says that "if the license block that had been conditioned on limited no-locking no-blocking requirements fails to sell for at least $4.6 billion it will be re-auctioned in smaller chunks without any conditions applied." Frontline has an answer however: These problems could be answered by dropping the reserve prices in this sell to levels that worked in past auctions -- a forth to a fifth of the current amount. At this inform it's unclear whether the company ordain get its wishes (it'll be another month or so before the auction rules are finalized) but the affiliate certainly has some spectrum strike.
